Membership is available to any state or local governmental human services agency interested in the financial administration of human services programs and shall include the fifty (50) U.S. States, the five (5) U.S. Territories and the District of Columbia.

FEDERAL ISSUES COMMITTEE:

This standing committee is charged with monitoring the federal budget, human services legislation, regulations and policy announcements, and making regular reports and recommended action to the HSFo Board of Directors and general membership. These reports are presented at each of our business meetings.

HUMAN SERVICES FINANCE OFFICER"S CONFERENCE BENEFITS

Federal revenue is a major resource necessary for the states to operate its human service programs. Finance officers and their respective staff are responsible for accounting, claiming, and drawing these federal funds.

The Human Services Finance Officers (HSFO) is a national organization of the states that provides both Federal funding updates, expertise and skill development for the staff attending conferences.

The Conference provides workshops and sessions on state and national funding issues including: new federal budget directions in human services; annual conference sessions (over 20 presentations) on the latest funding and legal issues related to federal programs, and information on Medicaid, Foster Care, TANF, aging and block grants, and state accounting systems.

Benefits include:

§ State agency input to Federal allowable cost issues, policies and budget issues, and national pilots.
§ Contacts with Federal officials.
§ State to State "exchange" sessions where government funding issues are shared and developed.
§ Conference sessions earn CPE credits

DISCOUNTED REGISTRATION FEE FOR ANNUAL CONFERENCE:

Staff of member agencies registering for the annual conference all receive a discount of the fee charged.

In addition, an early registration discount is often available.

Attendance at the conference sessions is also a form of "training" which can be easily shared with the staff back home who were unable to attend the conference.

DISCOUNTED REGISTRATION FEE FOR TRAINING:

Staff of member agencies registering for training may receive a discount of the regular fee charged.(If any discount is offered for a particular course)

In addition, an early notice of training opportunities is often available to members.

Members will have first priority for limited training slots.

All courses will earn CPE credits !

WAIVER OF MEETING REGISTRATION FEE:

As an incentive for joining HSFo, new members to the Association receive a one-time waiver of the standard registration fee for attending the Annual Meeting. The value of this benefit alone exceeds $600.00.

VOTING RIGHTS:

Each member agency of the Association shall be entitled to make motions and cast votes at the annual business meeting. Issues such as Federal regulatory promulgations and Association-adopted Resolutions are particularly influential and noteworthy.

GENERAL NETWORKING:

Probably the most important reason to join HSFo is the ease to which access to colleagues from other states and levels of government is afforded during the Annual Conference and other business meetings of the Association. Attendance at the meetings will open doors of opportunity for participants. Once introduced at business and/or social gatherings, it's much easier to pick up the phone and call a colleague from another state and talk about issues common to many.  Sharing revenue maximization, cost saving ideas, implementation pitfalls, and new techniques with member agencies could save your agency millions of state share dollars.
