Job Description:  The Office of Financial Recovery (OFR), within the Financial Services Administration, is delegated responsibility for statewide receivable management and debt collection for the Department of Social and Health Services. Reporting directly to the Office Chief, this position is responsible for administering office-level financial operations.

The OFR Financial Manager provides primary financial consultation to the Office Chief and establishes fiscal strategies

and direction to support statewide recovery programs. This position manages financial activities with high visibility within

and outside the administration, and with significant impact on general fund revenue collections and the agency operating

budget.

This position works at a senior level of office decision making and develops and directs changes in agency and office

financial policies and practices. Oversees financial strategic direction; monitors and tracks receivables; and guides other

managers to ensure fiscal integrity.

THE POSITION

The City and County of Denver Department of Human Services Financial Division, is seeking skilled and qualified candidates for the position of Senior Accountant.

This position performs full-performance level, professional, governmental accounting work including analysis and presentation of financial statements, statistical reports and budget documents and consultation with management for interpretation of the data in the decision-making process.

This position will have two primary senior-level accounting functions. Approximately half time will be dedicated to monitoring, reporting and other financial support and analysis for agency grants, and half-time will support State reporting of all agency transactions.

JOB RESPONSIBILITIES

The grant reporting duties include:
Becominng expert in federal regulations related to grant management through training and independent research.
Working with grant program personnel to understand the plan, budget and reporting requirements for each award.
Completing manddatory external reporting to the agencies awarding the grants.
Creating and maintaining internaal reports and analyses that will serve as backup for external reports and as a tool to assist the program areas in managing their awards.
Submiitting draw down requests to the awarding agencies and ensuring receipt and deposit of the reimbursed funds to the appropriate City accounts.
Maaking occasional contact with awarding agencies to request clarification of award requirements and procedures.
Serve as a member on agency grantt management teams.

The State reporting duties include:
Query, format and readyy source system data for reporting to the States CFMS accounting system.
Complete monthly reporrting in the State system. Become expert in the upload and other reporting processes. Troubleshoot and fix data and systematic errors.
Generate reports and provide analytical support in monitoring State revenues.

QUALIFICATIONS

Baccalaureate Degree in Business Administration or Accounting including a minimum of 15 semester hours in accounting courses and two years of professional accounting experience.

Must have Intermediate skill level with EXCEL products and spreadsheets.

Additional appropriate education may be substituted for one year of the minimum experience requirement.

Experience with Government and/or State fiscal reporting is a plus, this is preferred knowledge, not required.

PROTOTYPES: Centers for Innovation in Health, Mental Health, and Social Services, based in Los Angeles, seeks a Chief Financial Officer.  PROTOTYPES is a nonprofit social service organization founded in 1986. PROTOTYPES' mission is to meet emerging community needs through the development of innovative models of service delivery, as well as testing, refining, and disseminating those models. The work of PROTOTYPES takes place in 24 locations from Pomona to Ventura, and from Hollywood to South Los Angeles.

Reporting to the CEO, the CFO is responsible for providing effective leadership in the financial area. Specific duties include responsibility for finance, budget planning, accounting functions, and analysis of future trends to support organizational planning activities.  This individual is responsible for developing and administering the budget as well as developing fiscal projections. The current operating budget is over $20 million, there are 95 cost centers and 275 staff.  This is a hands-on position that manages a staff of five with two direct reports including a controller.

 We seek a proven financial management executive who has a successful track record of fiscal integrity and strong management skills. The successful candidate will excel in financial planning, forecasting, strategy, effective communication and the judgment to determine the best courses of action.  The best candidate will demonstrate success in managing change.

 The ideal candidate will demonstrate a commitment to the mission of PROTOTYPES.  This person will also bring prior experience working for a similarly sized, complex organization however, corporate background would be considered if s/he also understands the culture of a nonprofit organization.  MBA or Master’s degree in Finance is preferred; CPA a plus. The qualified candidate will have seven to ten years experience in a senior financial management role with budget responsibilities. Extensive experience with relevant accounting standards, and other compliance and regulatory requirements is sought.
