Job Description: The Office of Financial Recovery (OFR), within the Financial Services Administration, is delegated responsibility for statewide receivable management and debt collection for the Department of Social and Health Services. Reporting directly to the Office Chief, this position is responsible for administering office-level financial operations.
The OFR Financial Manager provides primary financial consultation to the Office Chief and establishes fiscal strategies
and direction to support statewide recovery programs. This position manages financial activities with high visibility within
and outside the administration, and with significant impact on general fund revenue collections and the agency operating
budget.
This position works at a senior level of office decision making and develops and directs changes in agency and office
financial policies and practices. Oversees financial strategic direction; monitors and tracks receivables; and guides other
managers to ensure fiscal integrity.

THIS POSITION IS ASSIGNED TO THE BUDGET SECTION OF THE NC DIVISION OF MEDICAL ASSISTANCE (DMA) LOCATED IN THE KIRBY BUILDING ON THE DORTHEA DIX CAMPUS IN RALEIGH, NC. THE PRIMARY RESPONSIBILITY OF THIS POSITION INVOLVES BUDGET MODELING, MONITORING AND FORECASTING THE DMA BUDGET (OVER $10 BILLION DOLLAR). POSITION RESPONSIBILITIES ALSO ENTAIL ANALYSIS OF EXPENDITURES TO DETERMINE TRENDS, PREPARATION OF VARIANCE ANALYSIS, PREPARATION OF BUDGET PROJECTIONS ON AN ANNUAL, BIENNIAL AND FIVE YEAR BASIS; DETERMINATION OF FEDERAL AND STATE FUNDING ANNUAL, BIENNIAL AND ON A FIVE YEAR BASIS; DEVELOPMENT OF CONTINUATION AND EXPANSION BUDGET REQUESTS AND DEVELOPMENT OF INTERPRETATIVE INFORMATION ADVICE TO DIVISION STAFF AND COUNTY FINANCIAL PERSONNEL CONCERNING HISTORICAL AND TREND ANALYSIS OF MEDICAID EXPENDITURES. Required Competencies [knowledge, skills, abilities and behaviors]: KNOWLEDGE, SKILLS AND ABILITIES: THE PERSON IN THIS POSITION MUST HAVE THE ABILITY TO ANALYZE, TREND, DO VARIANCE ANALYSIS, AND TO PROJECT EXPENDITURES WITH A VERY HIGH DEGREE OF ACCURACY. THE PERSON MUST HAVE A VERY HIGH SKILL LEVEL IN EXCEL IN ORDER TO OPERATE THE MODEL WHICH CONTAINS 56 SPREADSHEETS. THE PERSON MUST HAVE THE ABILITY TO INTERPRET AND APPLY COMPLEX FEDERAL AND STATE FISCAL REGULATIONS ALONG WITH GOOD COMMUNICATION SKILLS TO INSURE THE EXPENDITURES ASSOCIATED WITH A CLINICAL POLICY CHANGE ARE APPROPRIATELY REFLECTED IN THE BUDGET AND FISCAL NOTES. GOOD COMMUNICATION SKILLS ARE ALSO NECESSARY IN ORDER TO PRESENT TO BUDGET RESULTS AND PROJECTIONS TO ALL LEVELS OF MANAGEMENT AT DMA, THE DEPARTMENT, OFFICE OF STATE BUDGET AND FISCAL RESEARCH. SKILLS TO WORK WITH INDIVIDUALS AT ALL LEVELS IS NECESSARY. SUPERVISORY SKILLS ARE ALSO REQUIRED.
