ALLOWED AN OPT-OUT PROVISION UNDER THE ADMINISTRATION’S PROPOSED CHILD WELFARE
PROGRAM OPTION BLOCK GRANT FUNDING OF TITLE IV-E
WHEREAS, the Administration’s FY
2006 Budget proposes to create a Child Welfare Program Option (CWPO) that allow
States a choice between the current Title IV-E program and a five-year capped,
flexible allocation of funds equivalent to anticipated Title IV-E program
levels.
WHEREAS, the Pew Commission
recommends an approach that is cost-neutral to both the federal government and
the states, to avoid creating fiscal “losers,” that states be allowed the
option to return to the current Title IV-E program after the five-year CWPO
option ends should states determine that they have lost federal funding under
the CWPO capped flexible program.
NOW, THEREFORE, BE IT RESOLVED
THAT:
THE NATIONAL ASSOCIATION OF STATE
HUMAN SERVICES FINANCE OFFICERS urges the Department of Health and Human
Services – USA to include a provision for States to chose to opt-out of the
Administration’s Proposed Child Welfare Program Option (CWPO) block grant
funding of Title IV-E upon a State’s five-year expiration to ensure
cost-neutrality to States as well as to the federal government.
